4th Doctor describes Trillic as a "cybernetic Esperanto", and states it's one of the commonest languages in the universe.
To fit with the cybernetic theme, this will be strictly a written language in the translator but each symbol does have an acoustic component for speaking. The input needs to be worded in the way a computer would speak: short and to the point.
